Norway awards NOK 1.3 billion defence estate framework

Norway has awarded framework agreements worth up to NOK 1.3 billion (116 million euro) to support the development and upkeep of defence estate, buildings and infrastructure, as investment across the sector accelerates.

Forsvarsbygg, the Norwegian Defence Estates Agency, has signed a series of agreements covering advisory services linked to construction, maintenance and upgrade activity across the defence estate.

In a press release, Camilla Mathiesen, director of Forsvarsbygg, described estate, buildings and infrastructure as one of four critical input factors in Norway’s defence.

- What we manage must function every day, in peace, crisis and war. We are now increasing our efforts on the maintenance and rehabilitation of the existing building stock. This is essential to ensure operational capability here and now, she said.

The contracts are distributed across Norway and involve eight suppliers, reflecting an effort to balance capacity with access to specialist expertise. The contracts was awarded to local companies.

The agreements will help ensure that we have the capacity and flexibility needed to carry out projects in line with the increased level of investment in the defence sector, Forsvarsbygg stated.

The framework agreements run for an initial two-year period, with options to extend for up to a further four years, providing flexibility as project demand evolves.

The arrangements are intended to strengthen Forsvarsbygg’s delivery capacity at a time of rising infrastructure spending.

By securing advisory support across multiple regions and suppliers, the contracts aim to underpin the continued development of resilient, functional and secure facilities for the Norwegian Armed Forces, with implications for operational readiness.
